Duncan Cloete previously occupied the role of Executive Manager: Risk and Safety at the Victoria and Alfred Waterfront, and was been responsible for all safety and security at the Waterfront, Cape Town, South Africa, for the past 19 years. Duncan has acquired a wide range of experience in his tenure at the V&A Waterfront which included: - Managing a team of 300 staff;
- Averting Terrorist attacks;
- Forging relationships and developing integrated processes with the SAPS and other Governmental departments;
- Implementation of Safety & Security measures which comply with international standards for Ports and Shipping;
- Design & Implementation of:
- Surveillance Systems
- Radio Communication Systems
- Electronic Incident Management Systems;
- Traffic Management;
- VIP Security & Special Events.
After 9/11 it became necessary to introduce Safety and Security measures for Ports and Ships which complied with international standards of best practice, and consequently, the ISPS Code was introduced globally. Duncan is a certified Port Facility Security Officer and has recently returned from a further three weeks of Maritime Security studies at the international College of Galilee in Israel. Duncan has also been responsible for the planning and execution of Safety and Security for all major events at the V&A Waterfront such as the Visit of the Queen of England, the bid process for the Olympic Games, Argus Cycle Tour, International Fire Work competitions, International Yacht Races, Visits by Heads of States, VIP protection etc. Duncan’s management experience has been gleened from managing a team of 300 in-house security officers in a unionised environment, dealing with bargaining councils around all Industrial Relations issues including wage negotiations etc.
Given the profile of the V&A Waterfront, Duncan has gained substantial experience in dealing with and averting terrorist attacks, as well as mitigating associated risks and minimizing the site’s vulnerability to such attacks.
Over the past 19 years, Duncan has forged strong relationships with the SAPS and several Governmental departments – the result – the implementation of an integrated and continuous Risk Evaluation process in conjunction with the SAPS and relevant Governmental departments.
It is his conviction that a successful and comprehensive system of processes requires a strategic and holistic approach involving all stakeholders.
Part of his portfolio included consulting on Safety & Security issues during the design of new developments at the V&A Waterfront as well as international sites such as Portsmouth (in England) and Port Louis (in Mauritius). This included: - The design and layout of Parking Garages;
- The equipment required to operate the garages;
- Design & Implementation of a fully functional Surveillance Centre comprising more than 900 CCTV cameras;
- Design and Implementation of a Radio Communication and Control system;
- Implementation of an electronic incident management system.
The V&A Waterfront deals with 22 million visitors a year. As the Waterfront is a private property all traffic management issues also had to be dealt with, including about 500000 vehicles per month comprising of public transport, Busses, Mini Bus Taxis, Sedan Taxis and Tour busses.
